It sounds like a good policy in my opinon. Far to many ppl who are in alliances these days and reap the benifits of them (which are vastly rewarding in 0.0 space) dont contribute enough back into those allinaces. This is the only way u can be sure their doing something for you before you let them loose in your asteroid belts.
Makes sense no?
Also worth a note, i'm not sure how many of you have visited Catch/Stain/Curse recently, but it's entirley unique to any other area in eve, the sheer hositlity means that these corporations will need time to adapt and operate amongst within them. This tactic will only toughin up these corps, thus making them more suited to operate and contribute towards the SA.

SA have ****ed off a lot of potential friends with this decision.
Most of catch is about as closed as a wide-open barn door... 
If SA/Xetic were not around, we'd claim catch. We only say it's disuputed because we don't control it 24/7.
